The
list of NHS trusts facing cuts or closures does not contain a single one in
Scotland, Northern Ireland or Wales.
This is largely due to the Barnett formula, which allocates public expenditure
in the United Kingdom in a pattern that is grossly unfair to England.
As a result of the Barnett rules, the public sector accounts for 55 per cent of
jobs in Wales, where public expenditure is £15 billion against taxation revenue
of £5 billion. The balance is made up by English taxpayers.
We cannot expect New Labour to remedy this inequitable situation, given its
dependence on the votes of Scottish and Welsh MPs, but it is
